The board of trustees is comprised of physicians elected from the TMF membership, non-physicians and consumer (Medicare) beneficiary representatives.

David Garza, DO - President
Dr. Garza is a family physician from Laredo, Texas. He was educated at Texas College of Osteopathic Medicine in Fort Worth, Texas. Dr. Garza has served on the TMF board since 2006.
Carla F. Ortique, MD - Vice President
Dr. Ortique is an OB/GYN physician from Houston, Texas. She was educated at the University of Illinois College of Medicine in Rockford, Illinois. Dr. Ortique has served on the TMF board since 2006.
Robert Vallilee - Secretary/Treasurer
Mr. Vallilee is a retired business executive from Austin, Texas. He was educated at Syracuse University in Syracuse, New York. He has served as a consumer (Medicare) beneficiary representative on the TMF board since 2007.
John L. Wright, Jr., DO - Officer-at-Large
Dr. Wright is a family practice physician in Longview, Texas, board certified in laser surgery and family practice. He was educated at the University of North Texas Health Science Center in Ft. Worth, Texas. Dr. Wright has served on the TMF board since 2007.
Maya Bledsoe, MD - Immediate Past President
An endocrinologist from Austin, Texas, Dr. Bledsoe was educated at Texas A&M University College of Medicine. She has served on the TMF board since 2004.
Tim Von Dohlen - Non-Physician Representative to the Executive Committee
Mr. Von Dohlen is an attorney, businessman and former member of the Texas House of Representatives from Goliad, Texas. He earned a Bachelor of Science in Pharmacy and later his law degree from the University of Texas. Mr. Von Dohlen has been serving on the TMF board since 2007.
Patrick H. Coffey
Mr. Coffey possesses 44 years of experience in the health care and insurance industries. Until his retirement in 2005, he served as the director of physician-patient advocacy for the Texas Medical Association. Prior to that, he held multiple positions for Blue Cross Blue Shield, including 11 years as the director of provider relations and services for BCBS of Delaware. Mr. Coffey was educated at Michigan State University in East Lansing, Michigan. He has served on the TMF board since 2008.
David Conejo
Mr. Conejo has more than 30 years of experience in the position of CEO for multiple health care facilities throughout the United States. He currently serves as the president/CEO of Red River Regional Hospital in Bonham, Texas. He is also a past chairman of the New Mexico Hospital/Health Services Association. He was educated at Columbia Pacific University in Novato, California. Mr. Conejo has served on the TMF board since 2008.
David C. Fleeger, MD
Dr. Fleeger is a colon and rectal surgeon in Austin, Texas. A graduate of Texas A&M University College of Medicine, College Station, Texas, Dr. Fleeger has served on the TMF board since 2010.
Betty Flores
Ms. Flores currently serves as a director on the board of the Farm Credit Bank of Texas. She is the former mayor of Laredo, Texas, and is a former member of the Federal Reserve Consumer Advisory Council. Ms. Flores is a graduate of Leadership Texas Class of 1995 and has been serving on the TMF board since 2007.
Harrison M. (Pat) Markley, Jr.
Mr. Markley is a certified public accountant with his own practice in Austin, Texas. He is a member of the Texas Society of Certified Public Accountants, and served on its board of directors for 14 years. He is also a past chairman of the Central Texas Chapter of the American Red Cross. Mr. Markley was educated at American University in Washington, D.C. He has served on the TMF board since 2008.
Tina L. Misenheimer, RN, BBA
Ms. Misenheimer is the executive director of Kinsman Home Health, Hospice, Companion Services and Foundation in Gilmer, Texas. She earned a nursing associates degree from El Centro College of Nursing and a Bachelors in Business Administration from Northwood University. She has served on the TMF board since 2009.
Robert B. Morrow, MD
Dr. Morrow is a board certified family physician from Sugar Land, Texas, and Director of Medical Quality, Rural and Community Health Institute, at Texas A&M Health Science Center. Dr. Morrow has served on the TMF board since 2010.
Walter Tomlinson
Mr. Tomlinson is currently a partner and managing director of merger and acquisition advisory services for Statesman Business Advisors, LLC, in Houston, Texas. His experience also includes over 12 years as a business owner and manager prior to joining Statesman. In addition, Mr. Tomlinson is chairman of the Confucian Lyceum Institute and a former chairman of the Texas Lyceum Association. He was educated at the University of Houston in Houston, Texas. Mr. Tomlinson has served on the TMF board since 2008.
Roxanne M. Tyroch, MD, FACP
Dr. Tyroch is a hospitalist from El Paso, Texas. She earned her medical degree from the University of Arizona College of Medicine. She has served on the TMF board since 2009.
Surendra Varma, MD
Dr. Varma is a pediatrician in Lubbock, Texas, board certified in pediatrics and pediatric endocrinology. He received his graduate medical education at Harvard Medical School. He is Associate Dean for Graduate Medical Education, Ted Hartman Chair in Medical Education, Vice-Chair and Residency Program Director in pediatrics at Texas Tech University Health Sciences Center. Dr. Varma has served on the TMF board since 2009.
Starr West
Ms. West, of Austin, Texas, has more than 20 years of experience in the fields of hospital quality improvement and health care policy, including almost 10 years as senior director of policy analysis for Texas Hospital Association. She was educated at Eastern New Mexico University in Portales, New Mexico, and is a certified professional in health care quality and a registered health information technician. Ms. West has served as a consumer (Medicare) beneficiary representative on the TMF board since 2011.
