Thomas Manley, MBA
Chief Executive Officer

Tom Manley, MBA, has a 20-year tenure with TMF. As chief executive officer, he works closely with the board of trustees and the senior management team to ensure TMF continues to meet its strategic goal of improving quality of health care to all. Mr. Manley has overall responsibility for the operation of all TMF activity, acting under policies and directives established by the board.
He is responsible for the administration and oversight of all company day-to-day operations, making decisions that affect both internal and external business relationships, and ensuring the continuation and completion of efforts toward any new business opportunities.
Mr. Manley holds a master’s degree in business administration from St. Edward’s University in Austin. He is also a member of the American College of Health Care Executives.

Pamela Hoernis, CPA
CFO and Senior Vice President of Corporate Finance and Support
Pamela Hoernis, CPA, oversees Finance and Support for TMF. She provides strategic direction and operational leadership for TMF's Finance, Communications and Information Technology departments. In her role as CFO, Ms. Hoernis gives financial guidance to TMF's board of trustees and supervises all of the company's financial operations. She provides key strategic counsel for business activities and new business opportunities.
Ms. Hoernis holds a Bachelor of Science degree in accounting and management information systems from Southern Illinois University at Edwardsville. She is licensed by the Texas State Board of Public Accountancy to practice public accountancy in Texas and is a member of the Texas Society of CPAs.

Earl E. Smith, III, MD, FACEP
Chief Medical Officer
Earl Smith, MD, works closely with multiple TMF departments to help improve the quality of health care provided in various settings.
Dr. Smith has been selected as one of America’s Top Physicians by Consumer’s Research Council of America for the past six years. Prior to accepting the role of medical director, Dr. Smith served on TMF’s State Review Program Committee for three years. In this capacity, he helped evaluate provider practice patterns and variation, as well as identify areas of concern to address through quality improvement.
Until joining TMF full-time in November 2007, Dr. Smith remained active in emergency medicine with a particular interest in acute cardiac conditions, his focus for more than 30 years. An avid writer, Dr. Smith has been published in more than 20 journals and has been a contributing author to two books. In addition, as a nationally recognized speaker, Dr. Smith has served as a visiting professor and invited lecturer to universities and facilities across the country since 1979.
Dr. Smith earned his medical degree from University of Oklahoma School of Medicine. He was the first emergency medicine residency trained emergency physician in Texas. He is certified by the American Board of Emergency Medicine. Dr. Smith is a member of the American College of Emergency Physicians, American Heart Association, American Medical Association, Society for Academic Emergency Medicine and Texas Medical Association.

Debbie Lovato, RN
Vice President of Business Development
Debbie Lovato, RN, has been with TMF for more than 20 years. Ms. Lovato oversees development activities to expand and build TMF's business scope. She leads the company's efforts in investigating and evaluating business proposals, conducting market research, developing strategic partnerships and negotiating and establishing contracts for private peer review services.
Prior to her current role, Ms. Lovato served as the vice president of TMF's Quality Improvement Organization Support Centers, overseeing the management of two national resource centers for the Centers for Medicare & Medicaid Services Quality Improvement Organization program. From 1984 to October 2006, Ms. Lovato led TMF's Review and Compliance Department, overseeing all of TMF's federal, state and private medical record review programs.
