167 Texas Hospitals Recognized for Raising Quality of Care

Texas Health Care Quality Improvement Awards honor hospitals for notable gains on key components of patient care and treatment

Austin, TX – April 5, 2012 – TMF Health Quality Institute announced today that 167 Texas hospitals had won a Texas Health Care Quality Improvement Award by achieving gains in key clinical areas designated as national health care priorities. The Award recognizes hospitals that undertake efforts to advance the quality of care in their facilities. Leaders from each hospital will meet in Austin on May 3 at Bass Concert Hall to receive their awards.

“As a nonprofit consulting company focused on promoting quality health and health care, TMF proudly recognizes these hospitals for promoting improvement activities and their senior management for promoting a quality culture,” said Tom Manley, CEO of TMF Health Quality Institute. “Quality improvement is a complex and demanding process, and we thank these hospitals for their commitment to improving the health of Texans and the efficiency of health care in our state.”

TMF Health Quality Institute, the Medicare Quality Improvement Organization for Texas, established the awards program in partnership with the Texas Hospital Association, Texas Medical Association, Texas Organization of Rural & Community Hospitals and Texas Osteopathic Medical Association.

At the May 3 ceremony, TMF will honor leadership teams from the 167 award-winning hospitals. The event will feature presentations from John J. Nance, best-selling author of Why Hospitals Should Fly, and nationally recognized patient safety advocate Charles Denham, MD, chairman of Texas Medical Institute of Technology. Together they will introduce the Texas premiere of “Surfing the Healthcare Tsunami: Bring Your Best Board,” a documentary focusing on how top leadership creates and sustains change in bedside patient care.

“Quality improvement can be challenging,” said Laredo family medicine physician David E. Garza, DO, president of the TMF Health Quality Institute board of trustees. “These hospitals have shown that it can be done through leadership, teamwork and focus. Their hard work results in a higher quality of care for patients.”

Hospitals self-nominate for participation in the non-competitive program and agree to focus on making improvements in clinical areas that include acute myocardial infarction or AMI (heart attack), heart failure, pneumonia and surgical care. Improvement in these areas has been designated a priority for U.S. health care by the Centers for Medicare & Medicaid Services (CMS) and The Joint Commission, an independent, non-profit, standards-setting and accrediting body in health care.

Of 214 Texas hospitals participating in the awards program, 2 met the criteria of the highest award, the Gold Award, and another 129 earned the Silver Award. Thirty-six hospitals’ improvement qualified them for the Bronze Award. A list of the honored hospitals is provided below.

Hospitals earn awards based on improved performance on criteria in a composite scoring system, called the appropriate care measure (ACM). For acute care hospitals, the ACM consists of 27 quality indicators: 7 heart attack, 4 heart failure, 6 pneumonia and 10 surgical care measures. Critical access hospitals have an ACM score based on ten quality indicators: four heart failure and six pneumonia measures.

Participating hospitals were required to collect data on the quality indicators for four quarters beginning with October 1, 2010. Based on that data, they implemented quarterly process changes to improve their performance. Hospitals then remeasured at the end of four rolling quarters of data to evaluate if performance had improved.

To earn the Gold Award, a hospital had to achieve or maintain performance between 90 and 100 percent on the ACM as well as achieve better than the national rate for at least one mortality measure and one readmission measure and meet all other requirements. For a Silver Award, a hospital had to achieve an ACM between 90 and 100 percent and meet all other requirements. To qualify for the Bronze Award, a hospital had to attain a minimum of 80 percent for the ACM and meet all other requirements.

Other requirements included passing validation of three quarters of data (fourth quarter 2010 through second quarter 2011), having mortality and readmission scores at or above the national rate and submitting the Hospital Consumer Assessment of Healthcare Providers and Systems Survey (HCAHPS) data. (Data for mortality rates and HCAHPS are not available for critical access hospitals and, therefore, were not part of the awards criteria for these hospitals.)
